Officer-ERU Response

This is a Contract position in Ottawa, ON posted June 25, 2021.

The Canadian Red Cross is looking for an Emergency Response Unit (ERU) Officer is responsible for supporting the deployment of the CRC’s Health ERU capacity as part of the Movement’s surge response tools.

The ERU Officer is responsible for supporting timely, relevant and effective ERU deployments with a focus on reporting, Monitoring & Evaluation, handover scenario-planning bridging into longer-term programming. The ERU Officer will also act as the Project Officer on the Health Emergency Response Unit strategic partnership project.

The ERU Officer will contribute to the monitoring and evaluation of ERU deployments, in collaboration with the HERU Project Officer, and other relevant stakeholders. They will contribute to subsequent change management.

All actions undertaken by the ERU Officer are guided by CRC Mission, Vision, the Fundamental Principles and the CRC SOPs.

Meaningful Work: The ERU Officer will contribute to the monitoring and evaluation of ERU deployments, in collaboration with the HERU Project Officer, and other relevant stakeholders. They will contribute to subsequent change management.

 

As an Officer ERU Response you will:

  • Support ERU deployments

-Develops ERU deployment budgets for entire spending cycle, to be approved by the ERU Manager; works in collaboration with IO Finance to assign codes as per CRC financial tracking systems and tracks expenses

-Plans and prepares ERU handover scenario-planning bridging into longer-term programming (concept, resource allocation including budget, timeline) with relevant CRC and Movement stakeholders

-Supports the deployed ERU team in the development of a transition and handover plan based on he/she’s context analysis and available/appropriate partners

 

  • ERU Evaluations, Reporting and Handover to RGER project

Acts as HERU project Project Officer with matrix reporting to the HERU Project Manager, ensuring reporting during operations is tracked and reported appropriately, and prepares drafts of project reporting.

Oversee the initiation of data collection in field as per operational monitoring needs;

  • Provides support as required to Emergency operations and Response readiness’s departmental activities
  • Supports the work of International Operations by participating in the planning and development activities of the department

We’re looking for:

  • Bachelors Degree in Disaster or Emergency management, International Development, or comparable related degree
  • 3 years experience in managing/coordinating international programs or services (preferably in health) in the emergency phase of a humanitarian crisis
  • Experience within the Red Cross Movement an asset
  • Experience in capacity-building programs/projects related to Disaster Management an asset
  • Experience in developing and reviewing operational processes
  • Strong relationship building skills in remote environment
  • Excellent demonstrated working experience in matrix environment
  • Strong written and oral skills in English with a second language preferred (French or Spanish ideal)
  • Strong skills with MS Office suite
  • Self starter and able to work in an environment with ambiguity
  • Displays a commitment to gender equality and diversity

Working Conditions

  • Duties are principally conducted at the National Office of the Canadian Red Cross in Ottawa. Periodic travel to country of operation will be required. While most of the work is performed in an environment which is mostly clean and comfortable, field missions can involve working in environments that are unstable and with unpredictable access to basic services in emergency contexts.
  • Ability to work in stressful and often ambiguous conditions
  • This position requires successful completion of Vulnerable Sector criminal record and professional reference checks
