Job Purpose:

To support our development, we are seeking a Site and Security Manager to join our team in Ottawa. The Site and Security Manager is responsible for establishing, enhancing, and maintaining the relationship with various customers, Regulatory Bodies and Governmental Authorities with respect to the Management of Facilities, Health, Safety & Environment and Physical & IT Security for all Thales Canada – Defence & Security (TCDS) sites.

Key Job Functions:

Security Responsibilities

  • Responsible for issuing, applying and monitoring all local government rules. 
  • Manage the overall protection of the TCDS’s assets, human, tangible and intangible;
  • Understand and implement the Groups policies within TCDS and include National legislation where applicable;
  • Manage alternate Security Officers and appoint Key Senior Officials at TCDS locations;
  • Audit and improve processes pertaining to security matters;
  • Create Physical Security Threat Risk Assessments based on CPTED principles;
  • Support projects in sensitive countries, including security analysis liaise with local officials and DFAIT;
  • Develop training and awareness programs including security, travel policies and mission training;
  • Establish and maintain government accreditation for TCDS sites;
  • As Business Continuity Planning Lead, responsible for implementing and supporting Business Continuity Planning specific to Corporate Security;
  • Maintaining of Facility Security Clearance including, Personnel, Document Safeguarding, Production and CNET – IT Security functions up to the TOP SECRET level;
  • Assurance of security pertaining to all Organized Group functions (i.e. tradeshows,etc);
  • Conduct all investigations, research and analyses pertaining to Security;
  • Report audit findings and investigations to Group and Government bodies as required; and
  • Liaise with Intelligence partners (RCMP, Local Police, CSIS and CSE) on potential risks associated to our business

Environmental Health and Safety

  • Maintain ISO Certification 14001 and 18001;
  • Develop/maintain ESH plan according to Provincial and Federal legislation incorporating company objectives;
  • Completing and/or approving all required regulatory and company reporting documents;
  • Perform hazard analysis and liaise with all partners at Thales Canada sites;
  • Develop and execute the action plans for the improvement of safety and environmental performance;
  • Monitor said action plans for their impact and performance;
  • Effective development and utilization of Joint Health and Safety teams and resources;
  • Keep supervisor/management personnel apprised to hazardous conditions and unsafe practices;
  • Conduct investigations and root cause analysis’ including managing solutions;
  • Implement waste reduction and energy conservation efforts;
  • Implement the use of protective clothing and personal protective equipment;
  • Identify hazardous workplace conditions;
  • Remove hazards, protecting employees by revising work procedures;
  • Develop and present safety training; and
  • Investigate and Report incidents according to Occupational Health and Safety Act.

Site / Facilities Management

  • Work with commercial real estate brokers to examine prospective properties, review lease proposals, analyze financial data, and make recommendations;
  • Manage custodial staff and ensure they maintain the interior of the Thales premises in a clean and orderly manner ;
  • Liaise with landlord regarding maintenance, repairs, and new construction;
  • Ensure continuous coverage of corporate insurance and obtain Certificates of Insurance;
  • Negotiate purchase of new furniture and leases for business equipment non project related;
  • Identify, assess, and make recommendations regarding workplace ergonomic assessments; and
  • Conduct annual workplace inspections and address deficiencies.

General Responsibilities

  • Ensure Thales processes, procedures and policies are known and implemented in the department and complied with in the project execution and to continuously search for and implement improvement measures;
  • Act as Cost Centre Manager for the Site & Security
  • As Resource Manager, ensure that staffing requirements and budget related to assigned staff is planned and competencies of assigned staff are actively managed in order to meet company and project needs;
  • Comply with reporting requirements as communicated;
  • Accountable as the Chorus Process Owner for Ensure People, Property, Operations & Information Security (9.4) and Manage Real Estate (9.5)
  • Responsible as a member of the Smart Working Steering Committee.

People Management

  • Provides oversight and direction to a team of employees within the Security & Facilities department in accordance with the organization’s policies and procedures.
  • Coach, mentor and develop staff, including overseeing new employee on-boarding and providing career development planning and opportunities.
  • Leads employees to meet the organization’s expectations for productivity, quality, continuous improvement, and goal accomplishment.
  • Fosters a spirit of teamwork and unity among department members that allows for cohesiveness, support, and working effectively together enabling each employee and the department to succeed.
  • Works with Human Resources staff to recruit, interview, select, hire, and employ an appropriate number of employees.

Key Skill Requirements:

  • Diploma in Security Administration or Corporate Security Management or Professional Security Designation (PSP)
  • 10 years industry experience
  • Experience in Defence industry
  • Working knowledge of the Canadian Government procurement policies and procedures
  • Working knowledge of the Security of Information Act (formerly the Official Secrets Act)
  • Working knowledge of the Occupational Health and Safety Act
  • Recognized ability to engage stakeholders at all levels of the organisation and externally with customers
  • Strong business acumen and ability to identify and address issues within a complex business environment
  • The successful candidate must be able to obtain a security clearance to the NATO Secret level and meet the eligibility requirements outlined in the Canadian Controlled Goods Registration Program
