The Ariel EAS and Social Program Management (SPM) teams at Morneau Shepell are a dynamic team of over 200 talented and motivated professionals who work collaboratively to develop, implement and support a best-in-class pension and benefits management software product serving predominately public sector clients. Summary:

Social Program Management is a vast field that covers benefits provided by governments and affiliates to Citizens and Members to improve their welfare based on established criteria. These programs could range from food stamps, Child Welfare programs, Disability programs, CPP, OAS or Employment Insurance programs such as Maternity and Parental leave, Sickness Benefits, Fishing Benefits, Compassionate Care Benefits, Parents of Critically Ill Children Benefits, etc. Our team is focused on helping Clients define these SPM programs, establish the operating model to manage these programs, support their operation, define system requirements and implement relevant solutions to support the management of these programs. We’re looking for a passionate self-starter to support our team’s continued growth through subject matter expertise and mentorship of colleagues with a focus on Employment Insurance programs. Your role will be dynamic; you will support the sales process of new projects, solution design, requirements gathering, implementation, and application support. You will be reporting to the VP of Administrative Solution and Business Transformation.

Responsibilities: 

  • Ensure solutions developed are aligned to enterprise architecture standards and principles, leverage common solutions and services, and meet client’s financial targets (cost and benefits).
  • Support the written and oral response to relevant Requests For Proposals. 
  • Provide overall direction, guidance, and definition of business architecture to effectively support business strategy.
  • Lead Senior Management through the development of a solution business architecture plan. Evaluate and present information that will facilitate effective and timely decision-making through written and oral communication materials that effectively summarize findings with recommendations.
  • Work collaboratively with business and technical team members to evaluate project impact, whilst managing risks and issues, and escalating where appropriate.
  • Work with the business to integrate capability planning and solution roadmaps into their strategic planning and project implementations.
  • Identify planning and initiative needs to ensure proposed initiatives fit with business capability roadmaps and meet the definition of ready for execution.
  • Lead the effort to identify and document business capabilities and requirements.
  • Support the definition of initiatives needed to get to desired outcomes.
  • Strategic prioritization of Client needs into solution business architecture deliverables
  • Support the delivery team in the implementation of the software product and projects.

Succeeding as an SPM Specialist / Solution Architect will require the following core qualifications and skills:

  • The SPM Specialist / Solution Architect must have previous and extensive Social Program Management business-related architecture experience. This could include, but not limited to; CPP, OAS, or  Employment Insurance and its sub-programs such as Maternity and Parental leave, Sickness Benefits, Fishing Benefits, Compassionate Care Benefits, Parents of Critically Ill Children Benefits, Disability programs, etc.
  • Must have experience with IBM Cúram solution.
  • Relevant practical experience as a Solution Architect working in large organizations and on large-scale complex programs. Must be accomplished in translating strategy, the purpose of the organization, and constraints (legal, financial, and otherwise) into a set of business-level designs.
  • Expertise in Social Program Management workflows, Integrity and Quality controls, Priority Complexity Risk, and Access Management.
  • Skills in stakeholder engagement at all levels, with people from business and technical backgrounds, internal and public-facing. Including multi-channel service design, process design, and business information architecture.
  • Experience in the practicalities of organizational change management.
  • A background in the public sector and ideally in the social welfare and employment insurance domain is desirable.
  • Experience in creating business architecture models demonstrating how products, operations, and systems inter-operate within organizations.
  • Must be able to conduct analysis to determine the best path for solving business problems/opportunities that may include process improvement, systems enhancement, user training, and/or software procurement.
  • Experience with Qualiware would be an asset 
  • French conversational skill would be an asset
  • Proficiency in Excel and PowerPoint.
  • Willingness to travel up to 50% when we return to “office” or as required by the Client
